In April 1971, a delegation of provincial governors of an African country visited the DPRK.
When their visit was almost over, President Kim Il Sung met the delegation.
The head of the delegation told him that it was the first time for his country to send so many provincial governors to a foreign country and that they could acquire rich experience and deep knowledge during their visit.
Comrade Kim Il Sung said: There are state-run and locally-run industries in our country. You should visit locally-run industry factories for your reference. They are not large, but they greatly help the country in its effort to go self-reliant. If a country is to be self-reliant, its regions should produce things like consumer goods as much as possible by themselves.
He continued: We had nothing at all shortly after the liberation of the country but we built the national economy while rehabilitating handicraft industry under such a slogan “Let us built the nation, those with strength dedicating their strength, those with knowledge devoting their knowledge and those with money donating their money.”
He said: You shouldn’t pin hope only on large-scale factories but develop handicraft industry first which you can fully do with your own effort. It’s useless to hope for impossible thing. If you look round something too big for your ability, you would end up in self-abandonment.
They were deeply moved by his words.
Afterwards, he prolonged their schedule for three more days and organized their visit to small-scale factories and farms.
