The housing construction project in the Hwasong area of Pyongyang was carried out in four stages with 10 000 flats built every year according to the five-year plan for the capital city construction programme set forth by the Eighth Congress of the Workers’ Party of Korea.
The respected Comrade Kim Jong Un unveiled a plan for building new large architectural groups in the Hwasong area in which every element is in good harmony with each other. At important meetings such as the fourth and fifth plenary meetings of the Eighth Party Central Committee, he gave instructions on the housing construction project and led the whole course of the project so that a model of modern urban district could be built.
In those days he pointed to the need to add modernity to the landscaping of the city by enhancing the ratio of dry plastering, and went over at least 1 630 layouts for the first-stage project, nearly 1 000 layouts for the second-stage project and some 660 layouts for the third-stage project.
At the Ninth Plenary Meeting of the Eighth Party Central Committee he set forth tasks for pushing ahead with the third-stage project and building modern leisure centres in the area so that it could fully function as an administrative district. In March and April 2025 he visited the near-to-inauguration third-stage district to acquaint himself with the preparations for the operation of commercial and catering facilities.
Speaking at the groundbreaking ceremony of the fourth-stage project in February 2025, he said: If the Hwasong area with new wonderful flats is furnished with these immaculate amenities, it will be turned into a model urban-block formation, a beautiful and magnificent place where the formative artistic beauty and advanced civilization are in good harmony.
Thanks to his energetic guidance the Hwasong area has been turned into a stylish district of its character for some consecutive years.
This Hwasong area really reflects our high ambition; it is symbolic of the civilization of our era, which gives a glimpse into the level of transformation we are going to achieve, he said at the groundbreaking ceremony of the fifth-stage project on February 18 this year. He called for vigorously turning out once again for the capital city of the motherland.
