One day in May 1998, Chairman Kim Jong Il was on his field guidance trip in Changdo County of Kangwon Province before he suddenly asked his driver to pull up at the roadside by a paddy field.
Getting off the car, he suggested having a break and cast his eyes at the surrounding paddy fields for a long time.
The surrounding area was dotted with paddy patches peculiar to the mountainous province.
The area was associated with a tale. According to it, once upon a time a peasant lost one of his plots. So he wandered about to find it out all day long, before managing to locate it in the evening under his hat he had taken off.
After seeing the patches for a while, Kim Jong Il said to the accompanying officials: We should realign the farmlands. I had already thought about the land realignment in Kangwon Province and I have made a firm decision. Now is the time to start the project.
This led to an undertaking involving the whole Party and the whole country to transform the patches in the province.
In December that year, he gave field guidance to the realignment project which was under way in earnest.
Noting that we are realigning the land in Kangwon Province for solving the food problem facing the province, and that more importantly, it is aimed at creating an example in the land realignment to be followed by the whole country, he gave precious instructions which would serve as a guideline for the project.
Later similar projects took place in Pyongyang Municipality and North Phyongan, South Phyongan and South Hwanghae provinces. Consequently, hundreds of thousands of hectares of farmland were standardized in such a way as to adopt mechanized farming in a few years. This resulted in getting new farmland whose size is much larger than a county’s area under cultivation.
