Today is a significant day when Comrade Kim Jong Un , President of the State Affairs of the Democratic People’s Republic of Korea (DPRK), had the first historic meeting with Comrade Vladimir Vladimirovich Putin, President of the Russian Federation.

The meeting between Comrade Kim Jong Un , President of the State Affairs of the DPRK and Comrade Vladimir Vladimirovich Putin, President of the Russian Federation on April 25, 2019 was a historic event which served as a new turning point in the development of the DPRK-Russia relations in the new era.

Discussed in the summit meeting and talks were important issues for elevating the DPRK-Russia relations with long-standing history and tradition of friendship to a new high stage and for guaranteeing peace and security on the Korean Peninsula and in the region and a satisfactory consensus was reached.

Since the DPRK-Russia summit meeting in Vladivostok, the two peoples have developed the friendly and cooperative relations in a multifaceted way while maintaining close communication and expanding mutually beneficial cooperation under the strategic guidance of the leaders of the two countries.

The conclusion of the Treaty on Comprehensive Strategic Partnership between the two countries during the DPRK-Russia summit meeting in Pyongyang in June 2024 elevated the traditional DPRK-Russia relations of friendship to a high level of alliance both in name and reality. It also laid a firm legal foundation for successfully realizing the aspirations of the two peoples to build powerful countries as well as to reliably safeguard peace and security on the Korean Peninsula and in the region.

Amid the dynamic expansion and development of the DPRK-Russia relations, the Speaker of the State Duma and the President of the United Russia Party paid visits to Pyongyang to mark the 80 th anniversaries of the national liberation and the foundation of the Workers’ Party of Korea respectively. The strategic dialogue between the foreign ministers of both countries and the 12 th meeting of the DPRK-Russia Inter-Governmental Committee for Cooperation in Trade, Economy, Science and Technology were successfully held. Exchanges of high-level delegations and cooperation in various fields got into full swing.

By order of Comrade Kim Jong Un , President of the State Affairs of the DPRK, officers and soldiers of the overseas military operations units of the Korean People’s Army bravely participated in the operation to liberate Kursk region and successfully carried it out by a joint operation with the Russian armed forces, displaying matchless heroism and militant spirit. Soon the DPRK and Russia will mark the first anniversary of the liberation of Kursk.

The participation in the operation to liberate Kursk region by the DPRK armed forces, which fully demonstrated the enduring nature of the firm alliance and militant friendship of the DPRK and Russia, serves as the best practical demonstration of the full compliance with all the provisions of the treaty on comprehensive strategic partnership between the DPRK and Russia as well as a good example of true spirit of internationalism.

It is our invariable stand and will to elevate and develop the traditional relations of friendship and cooperation between the two countries onto a new higher level in conformity with the spirit of agreement made at the DPRK-Russia summit meetings and talks.

We will carry on the good tradition of the DPRK-Russia friendship true to the intention of the top leaders of the two countries and further expand and increase, in a sustainable and all-round way, the communication and cooperation in various fields including politics, economy, military and culture.

We hope that the Russian government and people will overcome all the external and internal challenges and difficulties, achieve victory in the righteous struggle for safeguarding national sovereign rights and security and successfully realize the plan for building a powerful and prosperous country under the guidance of Comrade President Vladimir Vladimirovich Putin.
