The DPRK gives top priority to providing the best conditions for upbringing of children.
The people-oriented policy of bringing up the children at state and public expense dates back to the period of building a new Korea after its liberation on August 15, 1945, when nurseries and kindergartens were set up in towns, industrial establishments and state-run farms at state expense. During the Fatherland Liberation War (June 25, 1950-July 27, 1953), the state ensured that baby homes and orphanages were established to take care of the war orphans.
With the adoption of the Law of the DPRK on the Nursing and Upbringing of Children in April 1976, the system of bringing up the children at state and public expense was further consolidated on a legal basis.
In the new century, baby homes and orphanages have been built in Pyongyang and other parts of the country while nurseries and kindergartens have been renovated across the country.
In February 2022, the Law of the DPRK on Childcare was adopted as a subsidiary of the law on the nursing and upbringing of children.
The childcare law stipulates that the state shall establish a well-knit system of producing and supplying children’s nutritious foods, supply all of them with nutritious foods like dairy products for free and in a regular way and provide them with the best conditions for their upbringing.
With the implementation of the new childcare law, a large number of cow and goat farms were newly built, renovated and expanded up and down the country, steady efforts were made in provinces, cities and counties to increase milk production and provide relevant production facilities, and the system and order of supplying dairy goods was put in place.
On the other hand, the daily nutritious foods supply norms at nurseries and kindergartens, which were set decades ago, have been more scientifically detailed by age, with the variety of nutritious foods increasing to dozens.
The First Session of the 15th Supreme People’s Assembly of the DPRK held in March stressed the need to continue to increase the state benefits for childcare and education of the rising generations.
